Yes, months with absences can be declared in Horizon Europe. More specifically, months with more than half of the time absent can be declared in time sheets.
In Horizon 2020, in exclusive declarations, it is indeed not possible to declare working time during months in which the worker has been absent for more than half of the working days. This rules is only valid for workers in Horizon 2020 with exclusive dedication to a project and who do not make timesheets, but certificate of exclusive dedication. Therefore, as the number of days worked in the reporting period is not stated in such declarations, months in which the worker has been absent more than half of the working days have to be excluded.
As exclusive dedication certificates have been eliminated in Horizon Europe and it is mandatory to have a time sheet, this rule and declaration disappear. Therefore, months with absences can be declared as the template time sheet requires the number of days worked per month on the project.
